Gail is a nationally recognized authority on exempt organization law,
having advised in this field for 20 years. She provides strategic advice to
a wide range of progressive foundations, charitable and lobbying
organizations, associations, and political action committees on federal tax
law, federal election law, and other legal issues. Gail is a frequent
speaker, writer and commentator on issues affecting the nonprofit sector
and an active participant with the legal and nonprofit community in
developing the law in this area. She is a member of the Executive Committee
and Board of Directors of Population Services International and a member of
Board of Directors, DC Library Foundation.

For more than 16 years, Diane has represented citizen groups and
individuals in a wide range of environmental cases relating to nuclear
facility safety, radioactive and chemical waste disposal, National
Environmental Policy Act compliance, environmental justice, Clean Water Act
and Clean Air Act enforcement, and public access to government information.
A nationally recognized expert in the field of nuclear safety law, she was
instrumental in the shutdown of the unsafe Yankee Rowe nuclear power plant
in western Massachusetts and the closing of the severely contaminated
Sequoyah Fuels uranium processing factory in eastern Oklahoma. Recently,
she won a landmark decision from the Nuclear Regulatory Commission denying
a construction permit application for a uranium enrichment plant in
northern Louisiana on environmental justice grounds.

For more than ten years, Anne has advised the firm's nonprofit clients
on prevention and resolution of employee disputes, adoption of appropriate
personnel policies and employee benefits packages, structural and
governance issues, fundraising and contractual relationships, and other
nonprofit issues. Anne has also represented employees in discrimination,
constitutional and employment law actions, including cases involving issues
of sex and race discrimination, sexual harassment, first amendment
violations, and wrongful discharge. Anne also litigates on behalf of local
and regional community groups to block illegal water pollution and
excessive development in residential neighborhoods.

Ruth specializes in employment, disability rights and civil rights law.
She also advises the firm's nonprofit clients, particularly on employment issues,
such as adoption of Personnel Policies and Executive Employment Agreements.
Before joining Harmon, Curran, Spielberg & Eisenberg, LLP in 1996, Ruth litigated disability cases as the
Deputy Litigation Director at National Veterans Legal Services Program
(1991-1996) and represented people with HIV as Director of Legal Services
at the Whitman-Walker Clinic (1988-1991). She is a recognized expert in the
legal issues involved in HIV disease. Ruth recently completed a six-year
term on the Board of Directors of Lambda Legal.
Elizabeth Kingsley, Partner
Since joining the firm in 1994, Beth has specialized in representing
nonprofit organizations. Beth provides a full range of general counsel
services to a variety of nonprofits, including private foundations,
associations, small community-based groups, and national and international
public interest organizations. Her expertise includes the areas of state
and federal tax exemption, lobbying and policy advocacy, and compliance
with federal election law; she also advises clients about the application
of the law of the Internet to nonprofit organizations. Beth co-chairs the
subcommittee on Forms, Rulings, and Administrative Developments of the
Exempt Organizations Committee of the ABA Tax Section and has served on the
boards of several nonprofit organizations.
John Pomeranz, Partner
Prior to joining Harmon, Curran in 2004, John was Nonprofit Advocacy
Director at the Alliance for Justice,
where he worked with nonprofits around the country to enhance their
capacity to participate in the policy process. John is a nationally
recognized expert on the law governing lobbying and election-related
activity by tax-exempt organizations. He has conducted hundreds of popular
workshops on the subject and promoted policies to support nonprofit
advocacy in Congress, the IRS, and the FEC. Before joining the Alliance,
John taught at the Harrison Institute for Public Law at the Georgetown
University Law Center. He has also worked as a lobbyist for a group
representing the interests of consumers of legal services.

Paul joined Harmon, Curran, Spielberg &
Eisenberg in October 2000. While attending law school, Paul served as a law
clerk in the Office of General Counsel of the American Federation of State,
County and Municipal Employees. He also worked as a law clerk in the legal
departments of Gore 2000 and Clinton/Gore '96, where much of his effort was
devoted to compliance with Federal election law. In 1997 and 1998, Paul
served as a legal intern on the Minority Staff of the U.S. Senate
Governmental Affairs Committee's Special Investigation of illegal or
improper activities in connection with the 1996 Federal election campaigns.
Prior to moving to Washington, DC to attend law school, Paul worked over
five years as a commercial insurance underwriter for Liberty Mutual
Insurance Group outside of Boston, Massachusetts.
